I don't understand this: if I use \overrightarrow in certain places (both
in-line and display modes) then the document compiles error free. If I use
it in other places I generate a ton of errors, including some that are not
directly related to the symbol.

At locations where the errors are generated, replacing \overrightarrow
with \tilde solves the compilation problem. I will now try, one-by-one, to
replace the \tilde with \overrightarrow and see if I can isolate the
problem.

How strange! Has this come up before for anyone else?
