I use (with the report class, don't remember with book class)
\pagestyle{fancyplain}
which prevents running headers in the pages containing chapter titles.

In fact, you might as well put in the preamble
(on the the preamble part of a dedicated layout) these lines:

% sends a chapter name in the toc and sets the headers
\newcommand{\tocchap}[1]{\addcontentsline{toc}{chapter}{\protect\numberline%
{}#1}\markboth{\textsc{#1}}{\textsc{#1}}\thispagestyle{plain}}
% modified \chapter*
\newcommand{\chapterstar}[1]{\chapter*{#1}\tocchap{#1}}

Then in the layout:
Style Chapterstar
  Copystyle Chapter
  LatexName             chapterstar
  LabelType             Top_Environment
  LabelString           "Unnumbered chapter "
  LabelFont
    Series              Bold
    Size                LARGE
  EndFont
End

No more ERT needed :-)
