If you are using Ruurd's native port, you will not need Cygwin.  I have 
Ruurd's port running under Win 98, and I don't recall any issues specific 
to 98 (other than that you don't have to worry about directory 
permissions).  You might take a look at Rob Saunders's recently posted 
notes on installing under XP -- they should apply equally well to 98.
