It should not.

There is nothing obviously wrong with it.

Negative values in the BoundingBox are probably not a feature of the
majority of .eps files, but they are certainly allowed.

Then simply try to convert your .eps to .pdf. In some cases the .pdf is
much smaller (in some not....). Also, a .eps -> .pdf -> .eps roundtrip
sometimes shrinks the size.
