If the dashed line needn't to be continuous, you could use a 3x2 matrix
and fill the second column with \vdots. Otherwise you have to use ERT.
Btw. it seems that the math panel in LyX-qt 1.3.x doesn't offer the
\cdots, \vdots, \ddots and \ldots. But the first three are often used in
matrices.
