Install latex2html the reconfigure LyX and restart it. You should now
find you can export to HTML (File - Export - HTML). You can find the
converter "code" under converters in the Preferences editing menu to be
latex2html -no_subdir -split 0 -show_section_numbers $$i
You can add a second converter to refine the HTML output. For instance
I have one defined for "HTML2" which has the following:
latex2html -no_navigation -no_subdir -split 0 -show_section_numbers $$i
This eliminates a TOC when I don't want one.

Use the LyX-code choice for the paragraph environment. I believe this
is a toggled switch (meaning that it stays in effect until you
deliberately turn it off or navigate to a point outside the material
you are entering).
