I believe aspell does that.  I.e. compile your lyx for using
aspell instead of ispell.  Aspell will then avoid language
mismatches.  If you have aspell word lists for both languages,
then aspell is supposed to check the foreign words using
the appropriate foreign wordlist. Even better than skipping!

I didn't get it to work - but that was a year and a half ago.
The worst problem was aspell not having a useable wordlist
for Norwegian, which is what I use daily.
