BibTeX uses 7-bit ASCII characters. It can handle extened ASCII, but often with problems. Try to put the � into braces, to protect them.
A general solution would be the usage of BibTeX8, that supports 8-bit character sets. You can then also specify your personal font encoding.
The problem is, that LyX doesn't offer to choose between several BibTeX programs and to adjust a font encoding. Hopefully this would be implemented in LyX 1.5.
