All resolved: epstopdf works and the figure is no longer rotated 90 degrees. Jean-Pierre provided the clue.
I made a subdirectory, /usr/local/share/ghostscript/fonts/ then made symlinks to the URW fonts within that directory. Now epstopdf can find the fonts it wants. Whew!
