It is not new. I guess your are using the xforms frontend, and Angus described the qt frontend. If it is not working for some reason, stop every running instance of lyx. Edit ~/.lyx/preferences with a text editor of your choice, and add the line
\format "PICT" "PICT" "PICT" ""
Then restart lyx, and the new format should be available.
