You need a trick, because LaTeX tries to avoid blank pages. In the attached example I inserted a phantom to the blank page, but you can also use the command


\vspace*{\fill}

because the space is the first on the page, you need the starred version of \vspace. In your case use


\vspace*{0.5\textheight}

in ERT.
