One option is to choose the emacs.bind file in LyX > Preferences > User Interface > Bind file. (Just type "emacs" in that field, save preferences, and then restart LyX.)
For more fine-tuning, you can edit the bind files to alter the key mappings. The default bind files can be found in LyX.app/Contents/Resources/lyx/bind. Find one there that's close to what you like, and put a copy in ~/.lyx/bind to change as you like. (Note that "C-f" will get bound to <Command>-f (i.e., using the "Apple" key), and "M-f" will get bound to <Option>-f (i.e., <alt>-f).) Of course, you'll have to select your altered bind file in LyX > Preferences, and restart LyX to get it to recognize your changes.
I don't know of any way to utilize the "Control" key for LyX only.
