If one has a paragraph with some emphasized words and you toggle this in Lyx, you then have a paragraph or line with _inverted_ emphasis, which makes little sense to me (unless you have a dyslexic author who accidentally emphasized everything that should not have been emphasized). One situation where the toggle effect is necessary is when you, say, reset the entire paragraph in an italic face; then you are are changing the font style, but you still want to display your emphasis appropriately; in this respect, the character menu does function correctly, because you are changing the look of the font and the emphasis needs to be adjusted accordingly. But this is changing the style/look of the font and not the choice as to what will be emphasized.
