I agree. From a strictly procedural, 
container/environment/programmer-oriented point of view this does make 
sense. But footnotes are not embedded in the main text body, but follow 
at the bottom of each page (or wherever else they are placed). Only the 
footnote numbers or references are contained in the body text 
(structurally and typographically).
