Ack... on re-reading your question, I see a different light.
if you make a separate LyX (not bib) file, you will definitely need to use
samar's trick of putting in ERT \:
\nocite{*}
... after having built the .bib and pulled it in to the LyX file with
Insert->Lists & TOC->BibTeX Reference .
