Yes. LyX 1.3.6 is a bug fix release even if our definition of "bug fix" is
being stretched by our support for LyX/Win. LyX 1.3.6 *will* ship with the
1.4 version of lyx2lyx because we're confident that it doesn't contain any
new bugs. That means that "downgrading" from a more modern .lyx file than
those recognized by LyX 1.3.x (format 221) should be straightforward.
In other words, if you're confident in tex2lyx's abilities, then you should
be able to use it painlessly with LyX 1.3.6. However, we're not going to
make this happen "out of the box".
