Perhaps not a complete answer, but LyX ships with a set of "common"
layouts (whose locations it obviously knows) and expects the user to
provide layouts for other classes. Generally the latter are either
created by the user or obtained from the ether, as it were, so it would
not be practical for LyX to go hunt for them.
Beamer's a bit of a special case, in that (a) the author of Beamer has
graciously included a LyX layout file and (b) it comes with the Beamer
package and hence in a predictable location.
