I installed Lyx 1.3.6 on Win XP. I went through the steps as described in
wiki website. The problem is I am not able to assign the .sh files to open
with sh.exe which in the minsys folder. Because of this, I am also not able to get any information when I click on Tex Information drop down menu. Also, earlier when I had 1.3.5 in Rurd website, when I went to the bib editor, it used to show me all the bst files I had in the bottom tab. Now that is also missing. I tried installing uninstalling several times but nothing seems to
work
Any help would be appreciated.

Just to confirm I have the same issue with both the Tex Information and Bibtex here on a WinXP box running 1.3.6. This suggests it is a bug rather than a fault of your setup. Hopefully some of the experts may be able to suggest a solution.

Interestingly I do get the drop down list of bst files but it only contains the one I use (apsrev) in my document that I prepared initially in 1.3.5. If I begin a new doc the list only contains "plain".

Did you follow these Wiki instructions?

From the Wiki:
"LyX can only find programs if the folders of the program executables are
listed in the system variable called PATH. After updating the PATH (you need administrator permissions for that) reconfigure LyX again."
