On Lyx1.3.6 you simply need to go to Layout->Document->Language
I dont have Edit->Text style either. Really it works if you do above..

What you in fact need to do is ensure that any of
the items that are in the wrong language. Select
everything that needs to be in Portueguese and go to
Edit Text Style. Choose the correct language from the
Language drop box.
