Adding the acm_cit_thesis.layout in ~/.lyx/layouts did not help
But adding it in ~/Library/Application\ Support/Lyx/layouts solved the
problem.
Maybe this is a bug in the latest release of lyx, namely that it doesn't
check in ~/.lyx/layouts for layouts.
