My installer assures that you have a working LaTeX-environment. That
means it takes care of all needed programs to be able to use LyX. Have a
look at

ftp://ftp.lyx.org/pub/lyx/bin/1.3.7/lyx-1.3.7_win32_setup_v2.exe
is the official installer and just installs LyX - you have to install
and adjust the needed third party programs by yourself. For more
