You used Angus' installer. Use this version:
http://wiki.lyx.org/Windows/LyXWinInstaller
that includes all needed programs, so that you don't need to download
and install manually.
Before you try it out deinstall the programs you just installed (python
etc.) to assure that you start with a clean system (because you reported
problems with them).
