You could try (untested):
1. find the file "language.dat" in our texmf tree ("kpsewhich language.dat" in
the console should point to the location) and open it
2. change the line
dutch nehyph96.tex
to
dutch nehyph96.tex
=afrikaans
3. run in the console (as root): fmtutil --all
