CJK-Lyx for windows users?

I use CJK-Lyx under Linux, but sometimes I need to work with Windows. Is 
there any plan that we will have a Windows version of CJK-Lyx soon?

And, will future version of CJK-Lyx migrate to the UTF-8 coding?
