You can do that (just redefine the quote and quotation environments accordingly). The problem, however, ist that you will want to have some parts of the text outside the quotation marks (citation reference, maybe the punctuation). The highly recommendable csquotes package defines the commands \blockquote and \displayquote for such purposes, which can be customized.
