Alternatively, some way to interoperate with Leo [1] would be good. Leo is not particularly intuitive when you first start, but is the most powerful outliner I've used. It really does make moving sections around the document easy.
I was using Leo with reST [2] to write my dissertation, but changed to LyX as I needed proper bibliographic handling and didn't know what reST was really capable of in the LaTeX direction.
