It turned out I just needed to Edit -> Reconfigure and restart LyX. I think this normally would not have been necessary, except that when I upgraded my workstation to AMD64, and effectively changed Linux distributions in the process, I pulled the old hard drive out of my 32-bit system and placed it in the new one (along with /home/amax/.lyx/*). I believe memoir was not installed on the old system, and that is why the reconfigure was necessary.
