What exactly do you want? For article, bibliography should not start a
separate page. If you really want it, of course you have to insert
pagebreak by yourself. This is, if you consider it a problem, a latex
problem, not lyx'.
As of floated table. Have you tried page-of-float option (click the
red float button at the left top corner of your floats)?

Use ERT (the red ert button) and input \thispagestyle{empty} right
after your pagebreaks for table and bib.

Select table, edit (or layout for 1.3.x)->paragraph settings.
