solved.

it turns out that because i include a seperate coverpage using the graphicx
and eso packages, i get the pagenumber counter offset by 1. adjusting the
pagenumber fixes the layout.

btw, i see that clearpage and cleardoublepage both behaves correctly not
interferring with the layout in any unintended way.
