If you mean the menus are in English when they should be in German,
they are working on fixing it. Enrico Forestieri suggested:
Please suggest users to add the following line to lyx.bat:
set LYX_LOCALEDIR=<LyXdir>/Resources/locale
as a temporary workaround. Easy enough to try.
