Paul Rubin informed us how to do this process with this post:

That was for 1.3.7. It had a "New" button to click on to add
a format. But in 1.4.x they changed "New" to "Add"
So you just change the format in the preferences->file format
window and then the "Add" button becomes active; this doesn't
replace the viewer you selected to begin your add process. Save
I think the old ui was more intuitive. But I think this works.
