The crucial question is how you managed to create this document, since it is 
invalid. You shouldn't be able to create a document with change tracking 
turned off and still containing change tracking marks.

Kreste, can you elaborate a bit on that? The only possibilities I can think of 
(besides editing the LyX file in an editor) is (1.) cut and paste between two 
documents, one with change tracking on and the other with ct off, and (2) 
copying in a document with ct on, then turning it off, and then pasting.
Did you do something like this? If yes, you probably stumbled over bug 2207, 
which will be fixed in LyX 1.4.2.
