inkspace makes very nice SVG graphics and can export very nice PNG images.
however, inkscape has strong limitations exporting EPS - especially if
clip-path, scaling and the like is used (resulting EPS is broken - inkscape
developers are aware of this). simple SVG->EPS with inscape does work, and
is readily insertable as graphics in lyx (i have no problems).
alternatively, Xfig is a nice vector drawing tool to create EPS files (but
once you have tried inkscape you with to stay with inkscape! if only they
got proper SVG->PS support soon!)
A new version of Inkscape has just been released, and the reported
problem may already be overcome. Notwithstanding, there is a
workaround that has been successful in my case:
* export your picture as PS
* use ps2epsi
* rename the extension of the resulting file to eps
and that is it.
