If you indeed downloaded
ftp://ftp.lyx.org/pub/lyx/stable/lyx-1.4.1.tar.gz (about 8M), then you
may have an outdated tar tool. You see, you should unpack something
out of a 8M package.
I just downloaded and unpacked this file, and see no problem.

I tried unpacking with WinRar once upon a time which doesn't work.
Use your current native build tools/packages to unpack it.
tar xvzf lyx-1.4.1.tar.gz should work. (tar and gunzip installed)
