What's the language of the menus in your LyX installation?
I tried looking at the documentation for koma-script and was not able to figure out how to install it. It seemed kind of focused on helping unix users. However, I was able to run
latex.exe komascr.ins
and it did generate a few .cls and .sty files. However, I don't know where to
put them and I think it may be more involved than just copying them somewhere.
Copy it somewhere in a subfolder where your LaTeX distribbution is
installed.
But as you are on Windows with MiKTeX, the method I described should work:
To solve the problem open an internet connection and set the
option "install missing packages on the fly" in MiKTeX's options. The
reconfigure LyX and scrbook should be instaled.
