The bug message above can have various reasons, for example problems with write permissions to some folders but I cannot tell you more exact things, sorry.
The best would be to deinstall LyX and all its components and reinstall it from a clean system. This eventualy requires a reinstallation of the LaTeX distribution. Notice that the Win-installer are optimized to work with the LaTeX distribution MiKTeX (only for the case that you used another one).
