You can't insert it in the preamble. You have to save it as
beamerouterthemesplitnumbered.sty in your beamer theme folder (in the latex
tree). Then, you have to to insert \useoutertheme{splitnumbered} in the
preamble, or even probably in a modified myWarsaw theme. The beamer user
guide explains this in detail.
Or just insert it directly, as Paul suggested (which is probably the easiest,
though not the most elegant) solution.
