Do you use MikTeX and, if so, do you have it set to automatically
install needed packages on the fly? That seems to break the installer
if a package installation fails (if the network connection goes down, or
the repository server suddenly takes a nap). If so, try changing MikTeX
to automatically fail on missing packages (or to ask permission to
download) and try reinstalling.
