I have been using lyx1.4.3 which i downloaded last
year in Dec. that version did not have this problem...
meanwhile somebody changed it to worse...

IEEEtran.cls is part of your LaTeX distribution. If you don't have it
installed already, you can download and install it yourself (without LyX
running), then start LyX and have it reconfigure.
If this is occurring during installation of LyX, and if you are running
on Windows (you didn't specify the OS), that's a separate matter. The
problem is that you either don't have a working Internet connection or
MikTeX is trying to download packages from an unresponsive server. The
solution is to set MikTeX *not* to attempt to download missing classes
automatically, then reinstall LyX.
