You have to go to the registry and change the value of the environment variable "Lang" to "de_DE". In contrary the installer I mentioned above uses a file named "lyx.bat" to set LyX's menu language. You can easily change there the value of "Lang".

That is incorrect. The official installer doesn't set any system environment variables, it has it's own registry setting for the language in Software\LyX14\Settings. To change it you can also run the installer again without reinstalling any files.

This crash/language problem is unrelated to the installer. It looks like the combination of updated libraries / C++ runtime somehow triggers a bug, possibly in gettext. I have not yet been able to reproduce it (it works fine on all my systems), so it may be difficult to debug. I'll try to find a solution.
