I had a chance this morning to test what I suggested yesterday. The
following works:

Style General
     CopyStyle Standard
     LatexType Environment
     LatexName general
     Preamble
            [EMAIL PROTECTED]@envname{}
            [EMAIL PROTECTED]@[EMAIL PROTECTED]@[EMAIL PROTECTED]@envname}}
     EndPreamble
End

The use of [EMAIL PROTECTED]@envname is necessary because parameters cannot 
occur in
the "end" definition.

Just put this in your layout file and add the argument, in braces, in
ERT at the very beginning of the environment.
