No, AFAIK the version bundled with LyX is sufficient to run LyX. The
problem is that you apparently have an older version of Python on your
system, and it's that one that is being used, rather than the bundled
version. If you uninstall the version sitting in C:\Python20 (assuming
that won't break any other applications), I think you will be ok.
On the other hand, there's certainly no harm in installing a recent version.
