\vskip is a Plain TeX command, while \vspace (and \addvspace) are the appropriate commands to use in LaTeX. I believe there's a discussion of the difficulties using vskip can result in in _The LaTeX Companion_ --- I'd thought there was a discussion of this in the FAQ, perhaps it's in lshort?
