Hello and thanks for your answer.
I checked the two files, and en.prepl was empty, so I inserted the
line you suggested but unfortunately without success. I tried copying
the complete aspell directory from "documents and settings/all users"
to "documents and settings/my user name" but it didn't help either.
Seems to be a tough problem and I would appreciate more suggesting how
to solve this spell checking problem.

I also had a similar problem. In my case, if I do not remember wrong,
it was not a problem with rights (or not completely), but of
missing files. I would suggest you to do the following. Under
"C:\Documents and Settings\<your-username>\Application Data\" or under
"C:\Documents and Settings\All Users\Application Data\" there should
be a directory called Aspell. Inside that directory there should
be another two: Dictionaries and Personal. The "Personal" directory
should contain two files, namely "en.prepl" and "en.pws" (assuming
you are using the English language). If you do not find those files
(that was my case), create them: Write "personal_repl-1.1 en 0" as
the first line of "en.prepl" and "personal_ws-1.1 en 0"   as the first
line of "en.pws".
