I've also tried using an older latex install that I had handy with the same result. Is there a log file or diagnostic that I can provide a report for that I can post for all to see and mull over?
Do you have the path to your LaTeX installation included in PATH Prefix setting (LyX > Preferences > Paths)?
If that's not the issue, reconfigure LyX, and look at the results that get spit out to the Console.
