Another way to do it, which may or may not be preferable, would be to create a
character style for the cardtitle and/or shorttitle and put them right in
with the text. In LyX they'd look just like you typed them. In LaTeX they'd
set variables that are then used by the flashcard environment, eliminating
the need for arguments entirely.
I do that kind of thing a lot when that optional article appears on the
finished dvi, so I want it to appear within my LyX content also.
And of course, I couldn't finish this subject without thanking the LyX
developers for adding character styles to LyX's already rich feature set.
