- Face page must have:
        - Title
        - Author
        - Doctural thesis made in Bla bla University of bla bla
        - Professors that oriented the project
- Chapters numbering must be roman (I, II, III, IV...etc)
- Chapters numbering and title must have individual page (I personaly
think that this is an UGLY call!!!)
- Quotations must be (Author, year, page)
- Bibliography must obey APA (American Psychological Association) rules
- There must be three Abstract pages (one in Portuguese, other in
English and other in French)
- Headers and footers should only be set in the chapters themselfs (not
in introduction or abstracts or aknowledgments)

Does anyone knows where can I find such a class or be kind enough to
sketch one for me? :)
There are a lot of thesis classes around. Go to ctan.org and search "thesis". I don't expect you'll find one that does exactly what you want, but you may find one you can adapt without too much trouble.

Doing the three-language abstract will definitely involve adaptations. What kind of crazy rules are these?!
