Because the official install don't uninstall aspell. The alternative installer asks you if you want to uninstall aspell when it was installed together with LyX.
So when you need an absolute fresh install, uninstall Aspell and all its

No LyX stuff, definitively.

All MiKTeX-stuff. So it seems that your MiKTeX installation is quite old because I think since 2 years MiKTeX's uninstaller will also remove them. Please check in Windows software list if you can still uninstall MiKTeX from there, if yes do so _completely_. If not, remove the folders manually. Also check the MiKTeX is no longer in your registry.

I don't understand. First install LyX 1.5.1 using the complete version to get also the latest MiKTeX, then aou can additionally install LyX 1.4.5 using the LyXWin145Small-2-17.exe.
You can uninstall LyX 1.4.5 later if you want.
