It's not a function of the .bst file, it's a function of the class file.
What you want is the default LaTeX behavior. The IEEETran class
overrides this to bracket each individual reference, because apparently
that's the way they want it. If you are submitting to IEEE
Transactions, methinks thou shouldst leave it be. If you're submitting
to the Journal of Irreproducible Results, the simplest solution would be
to change the document class.
