There are a variety of ways to get and format the date and time, but I would definitely use fancyhdr for placement. I'm not sure what you mean by "too fancy", but by using some combination of \lhead, \chead, \rhead, \lfoot, \cfoot and/or \rfoot in the preamble, you can make the header/footer as plain or complicated as you want.
